John F. Winkler was born in Gallipolis, Ohio in 1946.  A graduate of Yale College, he has graduate degrees from McGill and Harvard, and a law degree from Ohio State.

Mr. Winkler also is the author of many works on federal, Ohio and Roman law.  His works on federal law include "The Probate Jurisdiction of the Federal Courts," 14 Probate Law Journal 77-152 (1997), which was quoted and discussed in Marshall v. Marshall, 547 U.S. --; 126 S. Ct. 1735 (2006).  See 126 S. Ct. at 1741, 1751, 1752 (“the most comprehensive article on the subject has persuasively demonstrated...”).  His works on Ohio law include Michael Les Benedict and John  F. Winkler, eds., The History of Ohio Law; (Athens, Ohio: Ohio University Press, two volumes, 2004).  His works on Roman law include "Roman Law in Anglo-Saxon England," 13 Journal of Legal History 101-127 (1992).  On the work, see Peter Stein, Roman Law in European History (Cambridge: Cambridge University Press, 1999), 68.

Mr. Winkler also has been active in service to legal education and the judicial system.  As Adjunct Professor of Law at Capital University Law School, he taught for many years courses on federal jurisdiction.  He serves as Counsel for Appellate Rules to the Ohio Supreme Court Commission on Rules of Practice and Procedure, sits on the Bar Examination Committee of the U. S. District Court, Southern District of Ohio, and often serves as a court-appointed mediator in the U. S. District Court, Southern District of Ohio.
